- No building may be constructed unless the considered opinion of experts on the location and other essentials has already been obtained, nor before a plan of the whole building, together with an estimate of the cost, has been approved by the provincial council after consultation with the economic council. Furthermore, the building should be so constructed that its ordinary maintenance will not be excessively expensive.
- Buildings must be constructed in conformity to what has been approved by the provincial council, and no one is permitted on his own authority to deviate from it.
