A province or a vicariate should draw up a plan of its overall apostolate and prepare the brothers for it and should coordinate its energies, taking into account the unity, the vigour and the continuity of the apostolate. The needs of the Church, and of the province or vicariate, together with the problems likely to arise in the future should be kept in mind.
  2. So that the culture of mobility and the vitality of the ministries of the province may be sustained, the prior provincial, with his council, should prepare a plan for succession in the apostolates of the province, which he is required to review every four years.1
